Selling Near Notre Dame: City, Town or Township?
Three different local governments meet around the campus, and which one your house falls under decides which rules apply before a sale. The Northeast Neighborhood, Harter Heights and the Eddy Street area are inside the city of South Bend. Roseland is its own incorporated town, with a town council and a town hall on Independence Drive. The university land and the streets north of it outside both are unincorporated Clay Township or Portage Township, governed directly by St. Joseph County.
Inside South Bend, a rental carries two City obligations. Owners must file the annual Landlord Registration (the 2026 deadline is October 1), and rentals fall under the Rental Safety Verification Program, which inspects for basic safety and issues an Inspection Certificate good for one, two or five years depending on how the property did. The City says it may accept a private inspection done for a real estate sale within the last three years if it meets the same standard, which is worth asking about if your house was inspected when you bought it.
